CITY OF VANCOUVER BY-LAWS 2007
The City of Vancouver By-laws include the following:
- Vancouver Building By-law (VBBL) 2007;
- Vancouver Building By-law (VBBL) 2007 Part 7, Plumbing Services; and
- Vancouver Fire By-law (VFBL) 2007.
Application and Intent Statements are a new feature that will enhance your understanding of the Codes. The supplementary information they provide assists in the interpretation of the technical requirements. Due to the volume of Application and Intent Statements, they will only be included with the online and CD-ROM versions when they become available.
CITY OF VANCOUVER BUILDING BY-LAW 2007
The Vancouver Building By-law (VBBL) 2007 is based on the British Columbia Building Code 2006 (based on the National Building Code) and includes the Vancouver By-law regulating the construction of buildings in the City of Vancouver, British Columbia.
The VBBL addresses the following five broad objectives:
- safety
- health
- accessibility for persons with disabilities
- fire protection of buildings and facilities
- environmental protection
The VBBL has established a standard of safety for the construction of buildings, including additions or alterations, the evaluation of buildings undergoing a change of major occupancy and upgrading of an unacceptable hazard.
**The 2010 National Construction Codes are now available. The new BC Construction Codes will be released in the spring of 2012 with the effective date of fall 2012. The Vancouver By-laws will be released shortly after the provincial codes.

Part 7, Plumbing Services
The Vancouver Building By-law 2007 Part 7, Plumbing Services is a modified version of Part 7, Plumbing Services of the British Columbia Building Code 2006.
The National Plumbing Code of Canada (NPC) 2005 forms the basis for Part 7, Plumbing Services of the British Columbia Building Code.
The City of Vancouver Building By-law 2007 Part 7, Plumbing Services, includes the requirements for the design and installation of plumbing systems in buildings in the City of Vancouver, British Columbia.
